Dr. Chang was born on Setember 15, 1925, in Changting, Fujian Province, China. He came to the United States on May 13, 1956, the Mother's Day. Dr. Chang studied political science in National Amoy University (now Xiamen University) and National Taiwan University with a B.A. degree. He received M.A. in political science from University of Washington, Seattle, and Ph.D. in international relations from The American University in 1966. His doctoral theses deals with Communist China's foreign policy.

Dr. Chang joined the faculty of the Ball State University in 1966, and since then has been promoted from assistant, associate to full professorship. He initiated the programs for Asian Studies, African Field Studies and Latin American Field Studies and has been elected as Chairman of the Asian studies Committee for three terms and the faculty adviser of International Studies Associations. Dr. Chang has a lengthy period abroad. He has visited over 70 countries for academic conference, lecture, research, and teaching. He taught in London Center of Ball State University, National Chengchi University, National Taiwan University, American Culture Institute of Academia Sinica, Chung-Yuan Christian University, Tam Kang University and as Fulbright Professor at American Studies Center of Shanghai International Studies University. He also lectured in many universities including Chinese Academy of Social Science, American Consulate General in Shenyang, Peking University, Fudan University, and Wuhan University.
Dr. Chang is a prolific writer. His published books include Political Science: USA and China, The Study of Berlin Conference, and Organization and Development of the United Nations.
Dr. Chang is a member of Pi Sigma Alpha and Pi Gamma Mu and founding president of Indiana Chapter of Fulbright Association.
