David L. Y. Liu


Dr. David Liu was born in Jiangxi, China on June 23, 1940. He graduated from National Taiwan University with a B.A. degree in English Literature. Then he came to the United States and changed the field of learning. He received a M.S. and a Ph.D. in mathematics from University of Illinois. In 1969, Dr. Liu married Dr. Huey Ma, DDS, Ph.D., a dentist and oral pathologist. They have two children, Jean, a lawyer and senior counsel with Combined Insurance Company of America; and John, a physician in private practice at Hinsdale, Illinois.

Upon graduation, he worked as Assistant Professor of Mathematics at University of Illinois (1968-1971) and then moved to pension plans for industry and government. He was Pension Actuary, D.F. Campbell and Associates (1971-1974), Senior Actuarial Examiner, Dept. of Insurance, State of Illinois (audit insurance companies) (1971-1975), Assistant V.P. & Chief Life Actuary, Ryan Insurance Group (Aon 's former name) (1975-1985), Vice President, Virginia Surety, Inc., a property and casualty insurance company, and a subsidiary of Aon.(1985-1987), Senior V.P. Aon Reinsurance (In charge of Aon's captive program in Bermuda) (1987-1990), Senior V.P. Aon Financial Brokers (Scarborough & Company, a marketing arm of Aon for financial institution's insurance needs) (1990-1993), Senior V.P. Aon Systems ( In charge of Aon's systems department) (1993-1995), Chairman, Aon China (1995-2005). Under his leadership, Aon's operation in Asia in 1996 was a 50% JV with C.E.Heath, called HHL with about 100 people in Asia. Through acquisitions and organic growth, by 2004 Aon has expanded into 16 countries with 1,500 employees in Asia.

From 1995 to 2005, Dr. Liu was Chief Representative, Aon China (established Beijing office in 1996, Nanjing office in 1997 & Shanghai office in 1998 and obtained the first broker's license in China for Aon in 2002). A JV (50-50) insurance broker's company was established in Feb. 2004 with COFCO. Since 2006, he has been Chief Advisor, Zurich Greater China & CMO, Zurich Beijing.

Although busy in his business, he also served as Adjunct Professor of Information Science, Dominican University (1987-1991) to teach courses in database management.

Dr. Liu also involves a number of projects, including Liangyungang Tian Wan Nuclear Power Station (a US1.5 billion project); South Kalimantan Pulp & Paper Mill ( a project with CMEC), Siemens' all China projects; McDonald's all China stores and Olympic Risk Management planning.
